Highview Condominium II
MINUTES
AUGUST 19, 1985
Time: 8:15 Present; Marian Abruzzo, Oliver Cooper, Steve Cornell, Joe,DiPietro, Tom Finnerty, Frank McGuire, Sibohan Ryan, Martha Simon. Tony Affatati - MCI.
1) Motion made to accept minutes of 7/15/85 by Jeri Pena, seconded by Frank McGuire. Martha Simon suggested we hold off until we had time to read them in their entirety.
2) Mrs. Lillian De Long had her apartment resealed, polished, etc., at a cost of $225.00. This service was performed by a vendor hired by MCI as she did not want Carlos Otey (super) to perform work. Ray Vino had tried to contact Phil Ressa but was unsuccessful in his attempts, so Tom Finnerty will attempt to reach Mr. Ressa re; reimbursement of funds to Condo. by Ins. Co. The remaining balance not picked up by Ins. Co. will be paid by Mrs. De Long.
3) Mr. Elias Kalimean can't find the certificate for roof guarantee (Action Roofing Co.) Ron Mazzucca has been unsuccessful in his attempts/correspondence to Mr. Kalimeans' attorney (Wm. Lippman) to locate this agreement. (see letter 8/7). A discussion was held by Board of Managers re: if we patch/re-tar roof. Will this violate our guarantee on roof? He will get an interpretation of this from Mr. Mazzucca.
Mr. & Mrs. Salvatore Latona (6G) have made a complaint to the Board that they wish their ceiling be attended to promptly.
Joe De Petro made a motion that we repair the ceiling immediately. This was seconded by Shibohan Ryan.
Tony Affatati will contact Karlsen Roofing Co. of Brooklyn (who previously did work on roof parapet and front of building) to see exactly what is wrong with rook. Upon further discussion, it was ascertained that all roof was guaranteed by ELK. 1/3 of roof work was not done by Action Roofing. Are they under Guarantee for 1/3 work not done by them? Mr. Affatati will contact Mr. Mazzucca to direct ELK (and perhaps not Action Roofing) that they are responsible for roof and they will have to inspect/correct roof.
We will instruct Mr. & Mrs. LaTona, by letter from MCI, exactly what is being done. We will repair her ceiling no later than (on/ before) 9/19, but there is no guarantee that there will not be damage incurred as result of not fixing roof that ceiling will not, once again, leak. If it does, we will, again, fix it. This was the motion made by Shibohan Ryan, seconded by Joe DiPetro. All members approved. In the meantime, we'll have Mr. Mazzucca contact ELK and his attorney again. If we still get no response, we'll patch the roof ourselves and go after ELK for reimbursement.
4) A discussion was held re: rental agreement packet/application. According to Ron Mazzucca we do have a voice relative to number of people living in a unit, their relationship and their employment status. (We must be sure not to disallow residency due to discrim-ination reasons and we must also keep in mind our Right of First Refusal Option).
Mr. Affatati will make copies of his Rental Reference application (which includes credit references, bank accounts, etc... ) and we will hold off until next meeting voting on which agreement to use until they are reviewed and discussed. This motion was made by Jo DiPetro, second by Martha Simon.
Tony Affatati stated that we do have certain rights under parameters of N.Y.S. House rules which includes: approval to fine residents if they fail to provide us with rental information; we have the right to obtain a one (1) year lease. A discussion of fines then ensued; Tom Finnerty felt that $500 was too high a penalty but as it had already been discussed and voted upon previously, $500 fine stands.
5) Tony is presently looking into getting the following work done on doors located in the building; to install a push bar with alarm on roof door; to install interlocking doors with alarm on lobby floor between mail room and boiler room. Carlos will have a key to shut off system whilst he is emptying trash.
6) A beeper still has not been found which will go off in our building for a reasonable cost. We suggested that we purchase an answering machine for Carlos. This would be a 1st shot deal.
7) There was a back-up in sewage pipes in garage on 8/17. Carlos' snake was out of commission at that time and AVCO told us they would get back to us re: what caused problem.
8) 4C has written the Board a letter requesting they be reimbursed for work done by AVCO. AVCO lifted the toilet to remove a plastic tube in toilet bowl and to clear stoppage. This is not a common element problem and MCI will notify them accordingly.
8) Mr. Sgarlato, who recently moved into 5A, is in violation of By-Laws. He is apparently setting up a temporary office in his unit, until his office has been re-opened. He will be sent a letter noti-fying him of this.
9) Carlos will up-date list of names on mailbox area in lobby area.
10) Joan DeSantis has written a letter stating that she should not be penalized for late charges incurred as a result of Island Condo. Mgt. Co. failure to correct her name (not "John DeSantis") on her common charge bill. Joe DiPetro made a motion that we waive all penalty charges; second by Jeri Pena. MCI will write her a letter to this effect.
11) The following applies to pipe/valve work being done in the buil-ding: a price for lobby and building area; another additional fee for work done in garage; work in boiler room/ceiling walls, etc. already performed. Once we are assured there are no more leaks, we may patch up the hole in the lobby.
Joe DiPetro made a motion that we add chemicals to the system; Martha Simon seconded motion. All members agreed. This motion was made after a discussion was held re: if we add chemicals - they may corrode seals vs if we do not add chemicals they may corrode pipes/ valves. Jack Ryan explained valves/seals.
12) Tony Affatati will have Carlos check areas in garage for debris and this will be cleared, as well as trash can in garage to be emptied. Carlos will also have to move his car closer to wall and rearward to line in garage. Carlos will put up sign in outside garage space "Resident Parking Only". Carlos will wear a shirt whilst working on/around premises. We are still awaiting his uniform. Carlos will be told to wash Wallpaper around lobby elevator door.
13) The lights on top of lobby elevator for "5" floor still remains out.
14) Trees in lobby will be repotted with soil/rocks. Carlos will be instructed not to over-water them.
15) Carlos has not informed MCI of his vacation schedule.
16) Budget for 85/86 is the same budget we used last year and will remain this way until new one is prepared. This was proposed by Joe DiPetro.
17) The company who was hired to install safety glass in lobby will send us a contract. Upon receipt, we will send them a $200 deposit. This will be done by 9/1. Originally the company wanted our $200 deposit initially and then they would send us the contract.
18) We are still awaiting bids from CON ED and BUG re: meter for laundry room.
19) Al Tuzzo will have to review records as other residents are being charged additional $11.50 arrears which were not arrears and which were previously paid.
10:20 PM motion made by Joe DiPetro to adjourn meeting, second by Shibohan Ryan.
