Highview Condominium II The twenty-first meeting of the 2004-2005 Highview II Board of Directors was
called to order at 7:40 p.m. by Richard Re, President. Board members in
attendance: Victor Bellini, Miriam Biren, Robert Boynton, Marjorie Cannon,
Tamara Keshecki, Al Lamoglia, and Richard Re. Board members absent: Stefanie
Greenberg and Frank Mattera. Irwin Chopak attended from J.A.L. Diversified
Management. 1) Minutes: Minutes of the July 11, 2006 board meeting were approved. 2) Verizon upgrade proposal: A representative of Verizon made a
presentation regarding a proposed fiber optic contract for the building that
would provide faster internet and telephone service. The upgrade would include
installation of fiber optic lines to all units in the building, rising
vertically through the compactor chute rooms, and moving horizontally behind a
cover at the edge of the hall ceilings, next to the TV cable system. The
installation would be at no cost to the building. Individual owners would still
have the option of continuing with their copper cable system. In response to a
board question, the Verizon rep will investigate a signing bonus for the
building by Verizon if the work is approved. The board expressed concerns for
operation of the entrance system and Verizon explained that the current copper
wire system needed for the entrance system would still be supported. If an owner
opts to utilize the fiber optic system, in order to utilize the entrance system
they would have to keep a telephone connected to the old copper wire system as
well. The board expressed its interest, pending resolution of a signing bonus,
confidence that Verizon would guarantee continuing full operation of the
entrance system, and review by the building’s attorney Michael Swaaley. 3) Capital Projects update: a) Roof rebuild update: There are still a few final repairs to be
made to the roof by S&S Roofing in order to satisfy the final Becht
inspection and sign-off. b) Exhaust fan repairs: i) Duct blockages: Irwin Chopak reported that Nu-Way was able to
remove all blockages and the ventilation system is completely clear. ii) New fan motors and hoods: All of the new fan motors and hoods
have been installed. c) Lobby-level hallway Chopak presented lighting fixture options. A
committee was formed to review and select fixtures (Boynton and Cannon). There
was no update from JAL concerning the wallpaper restoration. 4) Financial report: a) The board reviewed expenditures made from the $300,000 capital
assessment, invoices paid-to-date, outstanding bills, and remaining balance.
There was a review of other projects for FY2006 including entrance façade
restoration, lobby hall lighting, and repair of the exterior water leaks
reported by several units. A reserve to cover these FY2006 projects totals
approximately $25,000. There was a unanimous decision to apply any remainder
to the Capital Reserve Fund. b) Chopak reported that the building’s accountant Alfred Johnson was
currently unable to confirm whether he would be able to attend the August 23,
2006 annual meeting. Since Johnson did not show up at the last annual meeting
two years ago, it was now three year since a Highview auditor had attended the
financial meeting. As this meeting is to be a financial report to owners,
Johnson’s attendance was deemed critical. It was noted that at the board’s
July meeting when the board selected the August 23rd date for the
annual meeting, the date was not remain tentative until both auditor and
attorney were confirmed by Chopak. Since the General Membership Meeting notice
has been sent to all unit owners, either Johnson or someone else from his firm
must attend. Chopak will follow up with Johnson. 5) Legal report: a) Time Warner Cable installations: No update from JAL concerning
the notices sent to four unit owners for improper installations by Time Warner
Cable and the corrective actions required. b) Driveway parking: Irwin Chopak was to report back at the March
meeting with a new towing contractor and signage changes to reflect the new
towing contractor. No update was available at that time. Chopak reported at
the April meeting that he is unfamiliar with any towing services on Staten
Island, but would speak with Jennifer Ogman for a recommendation. There was no
update at the May or June meetings. At the July meeting Chopak reported that
one towing service would tow if paid in advance by Highview II in cash. The
board requested a list of the towing services Chopak spoke with and the policy
of each relative to payment. The board would follow-up with those services for
additional discussion and to perhaps explore the situation with other towing
services that Chopak did not contact, however there was no update at this
August meeting. c) There was discussion of an upcoming inspection for the building fire
system sprinklers. Chopak recommended having a contractor conduct a
pre-inspection inspection for $200. The board vote was split and no action was
taken. 6) Building Maintenance & Repairs: a) Elevator mechanical systems: As a follow-up to the elevator
evaluation performed by Vertical Systems Analysis (VSA) on May 2, 2006, VSA
has contacted McGlynn Hayes for correction of the twenty-seven deficiencies.
VSA reported on July 11th that McGlynn Hayes anticipated completing
the list by the end of the second week of July, however an August 9, 2006 memo
from VSA to McGlynn Hayes presented at this meeting indicates that no update
was available. Following completion, a re-inspection can be performed. b) Ceiling leaks: There was no update on the ceiling leaks reported
by owners (3-B, 3-E, and 5-J) and discussed at the May meeting. c) Window leaks: Estimates were available for the repair of exterior
leaks (1-H, 4-B, 4-G, 4-K, and 2-C). Although there were three estimates, only
one contractor reviewed the actual problems and the others prepared their
estimates based on the analysis of the first. The board agreed to investigate
the process and perhaps seek professional guidance. There were questions
raised about the exterior work performed 2-3 years ago. d) Driveway entrance sign: Bellini has the catalogue for replacement
of the driveway "entrance" sign. Selection process continues. He
will make a recommendation shortly. e) Smoke detector battery replacement: No update since June board
meeting from Chopak concerning the spring semi-annual replacements of smoke
detector batteries for all unit owners. The fall replacement will be due in
October. f) Garage entrance apron: Chopak indicated that the garage entrance
cement apron has been replaced. g) Garage exhaust timer repair: As first discussed at the June board
meeting, the garage exhaust timer is still not operating. August 9, 2006
invoice indicates that a new timer was ordered today. h) Façade restoration: One estimate for the restoration was
presented. i) Entrance awning: The committee has received additional bids. I
was noted that the awning and frame will not be replaced until the entrance
area façade restoration is completed. j) Maintenance Liaison: Victor Bellini reported as "Maintenance
Liaison. He has been working with Joel to develop a comprehensive list of
building needs. The meeting was adjourned at approximately 10:00 p.m. Robert Boynton, Secretary
