The nineteenth meeting of the 2004-2005 Highview II Board of Directors was called to order at 7:40 p.m. by Richard Re, President. Board members in attendance: Victor Bellini, Robert Boynton, Marjorie Cannon, Al Lamoglia, and Richard Re. Board members absent: Miriam Biren, Stefanie Greenberg, Tamara Keshecki, and Frank Mattera . 1) Hiring of new building super:

a) On May 24, 2006, the board met to conduct interviews of building super candidates. In attendance were board members Bellini, Boynton, Cannon, Keshecki, and Re. JAL was represented by Irwin Chopak. Following interviews of three candidates, the five board members met without JAL present and all voted in favor of Joel Ramharracksingh. Joel had been cleaning the building as a temp for a little over a month. A follow-up email vote was conducted to incorporate the four board members who had been unable to attend the meeting. No responses were received from the email vote beyond those who had been present at the May 24th meeting. With a majority of board members voting (5), Joel Ramharracksingh was approved

b) Joel Ramharracksingh was invited to this meeting for a final discussion, contract review, and his anticipated acceptance of the position. All parties agreed to the contract and Joel is the building’s new super.

c) Joel will be allowed to move into the apartment in about a month. There was discussion of the renovations needed in the apartment and Joel will begin work on the apartment immediately. Joel requested that his hours be modified to accommodate commuting until he moves in. The board approved. The board requested that Joel’s hours be posted on the office door and that contact information (his cell phone number) be posted as well. A "be back at" clock/poster should be hung on the door when he is out of the building. Irwin said he’d get one. As requested at previous meetings, Irwin was reminded to post his own contact information on the office door.

d) Chopak reviewed a list of equipment that he wishes to immediately purchase for the super. The board approved purchase of a new vacuum cleaner, power washer, Sawzall kit, and pipe wrenches. Boynton expressed concern for maintaining an inventory of equipment and the need for a super to supply his own basic tools. Chopak said that JAL would maintain a list. Discussion of the super’s concerns was concluded and Joel was excused from the meeting.

2) Minutes: Minutes of the May 9, 2006 board meeting had been distributed by email for approval, however the Secretary indicated that the board members had not replied. No action was taken.

3) Capital Projects update:

a) Roof rebuild update: There are still a few final repairs to be made to the roof by S&S Roofing in order to satisfy the final Becht inspection.

b) Exhaust fan repairs:

i) Duct blockages: Irwin Chopak continues to attempt to locate a contractor to deal with the exhaust system blockages

ii) New fan motors and hoods: The board approved purchase of new fan motors and hoods from Greenheck as part of the scheduled capital projects. Becht Engineering has reviewed the specifications of the equipment being ordered to assure that it matched their requirements.

c) Summarizing next steps with roof:

d) Riser valves and water service line replacement update: There was no update from JAL concerning the hallway lighting fixtures and wallpaper restoration.

3) Financial report: The board reviewed expenditures made from the $300,000 capital assessment, invoices paid-to-date, outstanding bills, and remaining balance. Only the roof exhaust fan project remains incomplete, primarily on account of the still to be determined cost of removing blockages.

4) Legal issues:

a) Time Warner Cable installations: No update from JAL concerning the notices sent to four unit owners for improper installations by Time Warner Cable and the corrective actions required.

b) Driveway parking: Irwin Chopak was to report back at the March meeting with a new towing contractor and signage changes to reflect the new towing contractor. No update was available at that time. Chopak reported at the April meeting that he is unfamiliar with any towing services on Staten Island, but would speak with Jennifer Ogman for a recommendation. There was no update at the May or June meetings.

5) Building Maintenance & Repairs:

a) Elevator mechanical systems: In response to the elevator evaluation by Vertical Systems Analysis on May 2, 2006, Irwin Chopak was to contact the current elevator maintenance company and have a list of twenty-seven problems corrected. Chopak indicated that he had not followed up with the company.

b) Lighting fixture cover: In response to the lighting fixture cover reported missing on March 13th, Chopak indicated that a cover has been ordered.

c) Ceiling leaks: There was discussion of several ceiling leaks reported by owners (5-J, 4-G, and 3-E). Chopak indicated that two of the situation had not been reported to him, but that he will investigate all and report back to the board.

d) Driveway entrance sign: Chopak indicated that the entrance sign that had been removed for repair has been lost. A similar replacement would cost $100. Bellini will investigate new signage.

f) Sidewalk lighting repairs: There was no update on repair of the sidewalk lighting.

g) Smoke detector battery replacement: Joel will begin the spring semi-annual replacements of smoke detector batteries for all unit owners.

i) Garage exhaust timer repair: The garage exhaust timer will be repaired shortly.

j) Maintenance Liaison: Victor Bellini was appointed by the board as "Maintenance Liaison". Victor will work directly with the building super to maintain a list of all necessary building repairs and report at board meetings on their progress and completion.

The meeting was adjourned at approximately 9:30 p.m.
