Highview Condominium II The sixteenth meeting of the 2004-2005 Highview II Board of Directors was
called to order at 7:45 p.m. by Richard Re, President. Board members in
attendance: Victor Bellini, Miriam Biren, Robert Boynton, Al Lamoglia, and
Richard Re. Board members absent: Marjorie Cannon, Stefanie Greenberg, Tamara
Keshecki, and Frank Mattera. Irwin Chopak attended from J.A.L. Diversified
Management. 1) Minutes: Minutes of the February 8, 2006 board meeting were
approved. 2) Roof replacement update: a) Roof replacement start-date: There was a pre-construction meeting
on March 1, 2006 with representatives of Becht Engineering, S&S Roofing,
and T-Mobile. The project has been re-scheduled to begin on April 3rd.
There is a possibility that the work will begin a few days before then. The
exterior parking lot will be required for staging the project and a notice
will be sent to the unit owners who own exterior parking spaces. b) Bulkhead storage: There was discussion of the lawn furniture
stored in the chimney bulkhead. The vote agreed to dispose of the furniture.
Chopak will have the super move the lawn furniture from bulkhead to curb for
disposal before the roof work begins. Any other bulkhead storage will be moved
to the locked storage room inside the parking garage. c) Roof exhaust fans: Becht Engineering and Chutemaster jointly
conducted a camera inspection of the building’s vent lines on February 24,
2006. Six exhaust vent lines were determined to be blocked (affecting lines A,
C, E, F, G, K). The six lines will require additional video inspections from
below the blockages and the work is now scheduled for March 21, 2006. d) A notice was delivered today by JAL to the apartment units that Becht
Engineering will require access to on March 21st. In addition to
access required for the exhaust vent system, all 6th floor units
will be inspected as a required preliminary step of the roof replacement
project to access existent damage. e) Summarizing next steps with roof: 3) Riser valves and water service line replacement update: Finishing
work continues on the lobby ceiling. It is anticipated that the project will be
completed by the end of this week. 4) Update on other capital repairs: a) Fire escape restoration and painting: Fire escape painting is
scheduled to begin the week of March 27th. A notice will be sent to
unit owners with outdoor parking spaces possibly subject to paint drips. b) Sprinkler heads: The additional sprinkler head still needs to be
installed at the other end of the recycling area. Chopak will report back at
the next meeting. 5) Financial report: a) Landscaping bill: The two years of landscaping bills have been
verified as unpaid. Highview will pay off the approximate $27,000 bill over 10
months in equal installments. This amount includes the building’s last two
years of regular lawn care contract of approximately $7,500 annually, in
addition to lawn repairs and shrubbery replacements. b) Capital repairs update: Rich Re distributed a report on
expenditures-to-date for the capital repairs supported by the current building
loan. As of January 2006, $67,025.62 in direct Capital Repairs and loan
interest has been paid out. (The November and December loan interest totaled
$83.36.) In addition, closing costs totaled $7,493.87 which are costs not
shared by the unit owners who chose the full pre-payment in September 2005. c) Fiscal year 2005 audit: Audit is nearing completion. A draft was
distributed to the board at this meeting, but no action was taken to approve. d) FY2005 short-fall discussion: There was a $20,000 budget
short-fall in FY2005 regular operations due to increased energy costs. It was
noted that the common charge increase of 01/01/06 has kept this deficit from
growing, and income currently matches budgeted operating expenses. 6) Legal issues: a) Lease rules: One units remain in violation of lease approval
rules and is currently subject to both monthly $500 building fines and legal
action, with the costs of legal action billed to unit owner. b) Delinquent common charges: The delinquent common charge accounts
of two unit owners are with Michael Swaaley for legal action. The building’s
legal costs in these actions become the responsibility of the delinquent unit
owners. c) Cable installation: Irwin Chopak indicated that he still has to
send 30-day notice to unit owner with improper installation on the second
floor. Chopak was reminded to take immediate action to advise the unit owner
as had been agreed at February board meeting. It was noted that a unit on the
3rd floor is also in violation and should be sent a notice as well.
Unit owners are subject to $500 fine for Time-Warner’s unauthorized actions. d) Fire Plan annual distribution: The Fire Plan distribution was
completed the first week of March. The Window Guard notice that was also due
in January has not been completed. Chopak will investigate and report back to
the board. e) Driveway parking: Irwin Chopak was to report back at this meeting
with a new towing contractor and signage changes to reflect the new towing
contractor. No update was available. The $25 fine to have been imposed by JAL
for the overnight incident in January remains to be levied. f) There was no update on the shrubbery damage caused by the snow plow
contractor. Irwin indicated that the snow plow contractor will not be paid
until the situation is resolved, but has not discussed the situation with the
contractor. Irwin was asked if the contractor had submitted a bill. Irwin said
he has not. g) Tax lien: It was brought to the board’s attention by a unit
owner that there is a tax lien on one of Highview’s apartment units.
Management will investigate. 7) Repairs and maintenance: a) Painting & smoke detector battery replacement: Four unit
doors remain unpainted. There seems to be no record of which units had their
smoke detector batteries changed. The super should be changing smoke all unit
detector batteries again in April per building’s spring/fall policy. b) Elevator’s mechanical systems: At the January board meeting,
there was discussion of the elevator’s overall condition, a vibrating sound
residents have recently complained about, and the nature of repairs in the
last year. Chopak recommended bidding for an independent analysis and report.
No bids were available at this March meeting however one contractor has been
located. c) Verizon terminal box: At the January board meeting, Irwin updated
the board on the Verizon terminal box issue and indicated that Verizon is
interested in further discussion of replacing the box with an updated system.
No progress was indicated at this meeting. d) Laundry room: Discussion of remaining repairs in laundry room
continued from February board meeting. The tile work on the washing machine
base still has a gap in the grout in at least one place. The base molding
removed during last year’s paint job (near the sink) still needs to be
replaced. One of the new sprinklers (above a dryer) is dripping. In addition,
lint build-up in dryers and general accumulation behind washers and dryers was
discussed. e) Building maintenance reports: There was discussion of the weekly
maintenance reports and frequency with which certain tasks are to be performed
according to the board’s written guidelines. Comparing the JAL weekly
maintenance report to the board’s our report, it was noted that the board
report was more specific about maintenance items than JAL. As at past board
meetings, it was discussed that Highview II has written guidelines for the
super that indicate tasks that to be completed daily, weekly, monthly, or as
needed. Daily tasks relating to litter around the building are to be completed
at both the very beginning and very end of each workday. Discussing specific maintenance problems: the laundry room (general
dust, lights with bugs, ceiling panel falling down, windows unwashed),
recycling area dust and grease around wall switch, mailroom dust and grease,
compactor chute room floors, condition of compactor room, unit doors (4
unpainted and 2 with holes in them), parking garage (monthly wash out not
being performed, accumulated debris), Martha Street garbage cage (accumulated
debris), lawn litter, and unwaxed elevator floor were discussed as situations
remaining unchanged over months and since discussion at February meeting.
Concern was expressed for the daily-wash-outs the compactor room is to receive
with a hose. The problem with dead bugs in hallway lighting was corrected over
the past month and approximately 20 unit doors were painted. f) Video security system: As a follow-up to the February board
meeting, Chopak was reminded to order new video tapes from Alarmingly
Affordable. g) Building super’s hours: As a follow-up to the February board
meeting, Chopak was reminded to post the super’s regular work hours. As a
follow-up to the February board meeting, Chopak was reminded to speak with the
super about posting his return time whenever he will be away from the building
during normal working hours as stated in the super’s job description. h) Chopak indicated that the super is now wearing his uniform regularly. i) Emergency contact names and telephone numbers: As a follow-up to
the February meeting, Chopak was reminded to update the contact information on
the office door, noting that Stefanie Greenberg’s and Jennifer Ogman’s
names and numbers were still listed while Irwin Chopak and Richard Re were not
listed. The meeting was adjourned at approximately 10:30 p.m. Robert Boynton, Secretary
