Meeting Minutes

MINUTES 1/28/85 8:00 p.m. Unit LL

Members present: Abruzzo, Cooper, Cornell, Finnerty,/ Kess, McGuire, Simon,Pena, Ryan.
Members absent: DiPetro
Also present: Martin Filler, Isle Condo. Corp
Umberto "Carlos" Otey--for a brief period

1. Torn Finnerty has purchased two new shelves ($10 each) which will be hung in storage room. This room along with compactor room and storage area next to boiler room has been cleaned and cleared of debris and stocked with supplies.

2. The fire sprinkler system in the garage needs to be inspected again. Approximately three months ago, Tom Finnerty spoke with Mr. Moriarity of Isle Condo. Corp re: having Carlos certified so that he will be able to do this for us annually.

Mr. Moriarity never responded to Tom so Tom contacted the Fire Department himself. For $135/year, H & P Auto Sprinkler System in Brooklyn will inspect the system and handle any/all violations (if any) for the system.

3. The carpets in the hallway have been steam cleaned ($10 day for the rental of machine plus $25-$30 for supplies). However, due to the mud and other accumulations on the rugs, Tom suggested that the rugs be cleaned again before the spring.

4. The doors in the lobby between mail room and compactor room )~' have not been completely systemitized, according to the Building

Department. The electricity must be turned on and the buzzer system installed. We shall then have to keep these doors closed f or them to operate correctly. This poses a security problem to those people ~c.ing into t1~E cc'Irpactii: esr:d laundry rooms so we will look into doors with glass so that we might vi€~ the hallway. After ~he Building Department completes the examination, we shall then shut down the system and keep these doors open as they appear now. This proposal was made by Martha Simon, seconded by Sibohan Ryan. All members voted in favor of this proposal. A notice will be sent to all residents informing them of the reason why these doors will he closed.

5. Sam Ellenberg forwarded to Tom Finnerty a bill for $461 from St. Ann's Manufacturing Company for contract renewal for the compactor. This will be renewed one more year.

6. Ron Mazzucca will be invited to a Board meeting to discuss SPonsor/attorney general agreement and rental situation.

7. A seal broke in the backup numo for the boiler and is the shoo being repaired.

8. The following signs will be made up and placed accordingly:

a) Parking for residents only 2 sians placed on entrance to outside garage area.

b) around the front door area a siqn which states 15 minute narking only.

9. The 30' x 10' c~uarry brick area in front of the building will be covered. Dorothy Dunn has priced a hiece of rug which will be orofessionally installed (it will be Dlaced on the ground oerrnanently and will not have to be taken up and brought inside) for only $400 at Gateway Carpets. ~ i2o-t.z.. /

10. Marian Abruzzo has informed Martin Filler of the following prob1ems:

a) 2nd floor stairwell door knobs are loose

b) outside lights around garage/Clove Road side of the building are sometimes out/not put on.

c) no car washing nermitted in garage. A sign will be nlaced (or painted) over hose in garage stating Absolutely No Car Washing. If this is ignored, a letter will be sent to the unit owner and if car washing still occurs, the unit owner will be fined accordingly.

d) two cars have been parked in one space in the garage which causes an inconvenience to other cars nearby. A letter by Martin Filler will be sent to appropriate party (Sal Vittoria) to inform him (kindly) that only one car is permitted to be parked in garage space.

11. Martin Filler has informed us that Isle Condo. CorD will raise its price to $10/unit ner month (a 25% increase). No new additional services will be performed with this rate increase. A discussion was held as to what services we have not been rendered (ex. why Carlos was not instructed by Managing agent to shovel snow? Two Board members had to call the "before this work was done (whereas it should have been the Managing's agent responsibility to see that this work was done.) ex. why did Mr. Moriarity not follow through with Tom Finnerty's discussion re: sorinkler system insriection in garage? There is a communication problem lacking between Carlos, Board & Managing Agent.

O~-her questions/examples nosed to Mr. Filler included:

---why did we have to pay a fine for snowblower fine in 5/84? Mr. Filler's resDonse was that when we get a fine, the Managing Agent has to appear in court; however, they went to the court in Staten Island, whereas they were scheduled to appear in NYC. They were unable to get to NYC and wrote a note stating that they had appeared in S.I. court instead of NYC court and enclosed the fine. We did not have to pay the additional $200 oenalty charge as a letter of explanation was sent. The original fine was paid by Carlos himself.

---CON ED charges: On the 29,30,31 days of the month all of our bills are paid. CON ED only gives 20 days grace period after the meters are read for payment to he received by thorn. Since our bills are paid only after this 20 day grace period has expired, we are then fined a late charge. Isle Condo Corp has contacted CON ED Public Service Departmentwith a letter

of explanation re: how the bills are sent, however, they would not accommodate our billing system. Now, all CON ED/BUG bills are paid the day after they come ~n.

Geri Pena statea that she thought Isle Condo Corp should absorb the late Dayrnent charges; Martin Filler will think about this

---Fees normally charged by Isle Condo Coro for the collection of late charges will be absorbed by them as no notification and original contract of this was formally nresented to Board when hiring of Isle Condo. Corp occurred.

12. The matter of the "Kiely" issue was resolved. The following is a brief summary.

Carlos was instructed by Tom Finnerty to contact the original plasters & painters when the building was first converted from apartment to condominium complex for the purpose of repairing damages caused by pipe bursting in J/K unit line- Tom instructed Martin Filler of these procedures. Carlos did not contact this man, and made arrangements with 'John' from Unit #3C to plaster whilst Carlos would oain and provide the supplies. Out of the $575 they woule each receive ½ of $375. There were conflicting stories regarding to whom the remaining $200 would be dispersed. Before Mr. Kiely (the man presumed to be John in Apt. #3C) was paid, Tom Finnerty advised Isle Condo. Corp to verify the identity of the recipent to be paid, namely, John Kiely, by having him provide his birthdate and social security number. (A copy of this document is held in file of Isle Condo. Corp.) A work completion invoice was signed by Carlos indicating all work was completed. Isle Condo. Corp was instructed by Tom Finnerty to pay this invoice of S575.uu. A cnecK was drawn to tne order of New Look Home Improvments. This check was returned by the Post

Office: Addressee unknown. A second check was drawn to Umberto (Carlos) Otey and returned to Isle COndo.. Corp. by Carlos; a third check was drawn to John Kiely in the presence of Carlos at the offices of Isle Condo. Corp.

Upon investigation, it was found that the work listed on the invoice signed off by Carlos as having been completed was, in fact, not done.

Martha Simon pronosed that we terminate Carlos as soon as possible and that arrangements should be made to replace Carlos at this time.

This was seconded by Geri Pena.

Those in favor: S. Ryan, M. Abruzzo. 0. Cooper, F. McGuire, M. Simon, G. Pena, D. Kess.

Those not in favor: T. Finnerty, S. Cornell.

The motion was passed; majority had ruled in favor of terminating Carlos.

Absent in the voting was Joe DiPetro.

13. Martin Filler will place advertisements in the S.I. Advance on Wednesday, Thursday, Friday of this week for the job vacancy. We shall also contact Allied Services or a major contracting service to set up appointments for interviews, etc. Martha Simon, Frank McGuire and possibly Geri Pena will meet the perspective applicants and interview them after their initial interview with managing agent has been held.

14. The new superintendent will receive the following benefits:

$250-$275 salary commensurate with ability, experience. Unit Lk

We will hold off telling Carlos until the interviews are started, but we will give him an appropriate amount of time to move, etc.

If all above duties (a copy of the lob description will be presented to each applicant) have been agreed upon, the new superintendent will sign an agreement with us confirming his duties, benefits, etc.

After Carlos is told he is to be terminated, all major locks will be changed by John Bessie. A note will be sent out to all residents informing them that it is left to their discretion to change their locks (if Carlos has the key to them) should they desire to do so.

This meeting was adjourned at 11:13 p.m.
